On-prem and automation workers

We have on-prem Space (2023.3.1) running on kubernetes. The Automation setting shows a single entry, but there are N replicas of the ci-agent in kubernetes config:

Should the UX show the kubernetes replicas?

We never seem to see builds running on more than 2 workers at the same time (we have two jobs, one with parallelism of 3).
If a user clicks on bazel-ci, they see a machine from the set of kubernetes replicas running the ci-agent. The machine they see changes over time.

The overall utilisation is pretty low for N machines.
